The numbers question can never be fully resolved because EV does the counting and also chooses which historical period and geographical location to compare against the present.

Certainly Rawat attracts crowds of 10s of thousands in India - the question is whether that means anything, either in terms of people taking seriously what Rawat says or of becoming premies. There is no evidence of either. EV and particularly TPRF (prop. Linda Pascotto) make a big deal of the size of the Indian attendances, largely as way to justify Rawat playing the nouvea mogul in India instead of rewarding the western premies with darshan - er sorry I mean his inspirational presence.

Even EV acknowledges that the number of aspirants outside India is tiny and with TheKeys as the main passport to big K there seems little chance that situation will change. With Rawat being profoundly unattractive to young people (fat middle aged toad in a suit who describes himself as a successful investor - that sure is going to bring in you young folks !) the western organisation faces decrepitude as 90% of his loyal following rapidly approach pension collection time.
