I have been a practicing (or at least partially practicing)premie since 1974, and I have never ever heard Maharaji claiming to be "God". But I have heard him making it very clear that he most definitely is NOT "God".

He has always claimed to be able to show people something beautiful within - which some people call "peace", which some people call "love", which some people call "fulfillment", which some people call "God". According to Maharaji, it is timeless, it existed before words existed, therefore whatever people want to call it, it is still the same.

To some people it may make sense to call it "God", to other people the concept of "God" may have different connotations, even negative connations, depending on people's culture and background and experiences, which can vary greatly. To some people, "God" is a very old man with a long beard - Maharaji does not claim to reveal a very old man with a long beard within you! Other people may have just slightly more sophisticated concepts of "God". To some people, God is love, God is peace, God is the life-force keeping each of us alive - but even those concepts are extremely limited, and will mean different things to different people. Maharaji does not reveal a concept, he reveals an experience (and if you like it - fine; and if you don't like it - fine, no-one is going to force you to practice what Maharaji offers). It is the experience which really matters, regardless of what label you put on it. When I am experiencing the peace which Maharaji has enabled me to experience, I don't give a damn whether someone describes it as "God" or claims that it most certainly is NOT God - it makes no difference to my experience, it is still the same experience of peace, love, appreciation of life, or whatever anyone wants to call it. It doesn't matter whether you believe in God, or whether you are an atheist, or an agnostic, you can still experience it. It is not a belief or a concept.
