The reason M has to be invited is because of the legal issues of keeping him separate from Elan Vital. All the money goes to Elan Vital and, in theory, is to promote the tours and spreading of the 'message' of Prem (includes the airplane, fuel, etc that they call touring costs). If he is outwardly running anything/making decisions it would be iffy for the tax status, so if he 'chooses' to go where he wants to, it could be seen as his 'show' and then the money involved would be linked to him in a way they want to avoid.
