Rawat isn't transitioning. He is holding on to his addiction of who he thinks he is, and there are still a number of fanatical followers who aid him by being completely co-dependent.
The thing is, though, it is taking almost all the resources of the cult to maintain that illusion for Rawat. Most of the money goes so he can live like he's the Lord, and then the rest seems to go towards setting up situations in which Rawat can be worshipped (for his own psychological support), and to try to control his image so that the whole thing doesn't just implode.
