The only way it might mean anything to say that Rawat is perfect in the sense that he "satisfies all requirements" would be if there were some specific, discernable objective criteria as to what those "requirements" actually are.  It's not enough for his cult members to say they adore him.  We already know that. Beyond that, you've got nothing.
