Online registration is strongly encouraged for these events. Registration may also occur onsite. No one will be denied entry to the event for inability to pay.

It is essential to have a Smart Card issued by Elan Vital or an approved application for a card to attend the event.

The smart card costs US$30. There does not appear to be any option for getting a smart card for free. Maybe someone should try to attend by taking with them a printout saying that "No one will be denied entry to the event for inability to pay".
