I had left by then but it seemed to me by the involvement of my friends that EV was at its lowest ebb in the 80's and that little if any "propagation" was happening?

However that is exactly the situation I remember from the early 70s "when people used to be attracted for short periods, receive Knowledge, then never be heard of again after a few weeks" and that is after all the whole problem that EV suffers from. It cannot hold members.
