Assuming that all parties involved are adults and not under duress then, all must be responsible for their individual decisions and actions.

However in addition to responsibilty there is also the question of culpability - the confidence trickster isn't in a position of equality with those he cons - he has all the culpability for what follows from his deceit. Rawat's apologists have consistantly sought to promote a semantic sleight of hand  whereby the personal responsibility of Rawat's followers  somehow absolves Rawat of any blame for his actions as a cult leader and snake oil salesman.
