I don't think it's an inside job. It costs a FORTUNE to take the ferry to the Isle of Wight ( from Lymington ...just up the road from me ) The crossing only takes max. half an hour on the ferry but it costs about forty quid. Queen Victoria was fond of the Island and her German hubby Albert built her a house there. They planned to build a tunnel under the Solent ( that stretch of sea) for her easy access but I think it worked out too expensive or difficult or whatever. So the island remains cut off which most of it's residents are very happy about. The population is about 300,000 and I recommend it for a holiday.
