Yes, he did use a version of the "royal we" from time to time. The thing is, it's hard to pin him down on that based solely on his words. It might be possible, but would take a very close reading. The issue isn't so much what he meant, but what he intended for you and others to "think" he meant, and to leave you in the grip of that belief because it benefitted him to do so.

And I think you're giving "check" too much credit for being "confused." I don't think check is confused. I think he knows exactly what Rawat did and why, but he has a self interest of some sort in this sophistry. This is someone who doesn't deserve the benefit of the doubt.
