Finally, I remember in my community hearing this exact phrase, "Jagdeo really likes children". This was back in early or mid 70's. Gosh, is that like pedophile code or what? But, I'm not sure we can blame the parents because they trusted that Mahaarji's Mahatma or Priest was a decent man with no ill intentions and we were "One Family" and our Father (Maharaji or Prem Rawat) would always be there to take care of us if we trusted him enough and surrendered our Mind and all the critical thinking that it was capable of.
It's definitely code, but that doesn't mean that the people who were saying that, including the parents knew about the abuse. There were people who did know, but I'd be willing to bet they weren't the ones saying "Jagdeo really likes children."
Therefore, a parent cannot be blamed for the abuse of their child, unless they had knowledge that it took place and took no action. They are not to blame. Only the perpetrator is to blame and of course, definitely anyone else who did know, but covered it up.
As Joe said above, what's also so disgusting and disturbing is the idea it was somehow acceptable that Jagdeo would be sent back to India or anywhere else(!), and that was considered a viable solution. Yeah, it was probably a good solution to Prem Rawat's public relations image, but the hell with the kids. Jagdeo was preying on premie children. As if it was okay for him to be referred anywhere, except to the police.
