John,
Even the first year physics student "knows" how to "dismantle" a nuclear weapon. I am, of course, not talking about safeguards that prevent the same (if you don't know how they work). I'm talking about the basic concept of ensuring there is no possibility of critical-mass being attained. Ahhhh, let's see........ take this piece and distance it from that piece..... yeah, that's the ticket! Now, I'm only discussing one of the weapons types, but the same applies to all of them, when it comes right down to it. Separate the pieces and it cannot, under ANY circimstances, go boom! THe material is still radioactive and must be handled with care so you don't get too large a dose of that, but it will NOT GO BOOM! Sheesh!
The other commentary. most assuredly, pegs him as a non-player of the game of chess. That statement about spontaneous (read the real meaning, "I don't know what I'm doing, so I move randomly!") moves is just ignorant! What a guy, eh? We followed this guy for HOW LONG?
