Richard (Coops) Cooper is the guy I mentioned earlier who was kidnapped by his parents and they attempted to deprogram him, and he jumped out of a second story windo and broke his leg, thus making him somewhat of a revered martyr in the cult.
His efforts to get proclamations from mayors and governors is done primarily because it's cheap. It doesn't cost anything, is as worthless as the paper it is printed on, and enough time has passed that most people have forgotten that this is the same guy who was the "Lord of the Universe," who drives Rolls Royces, married an airline stewardess, and claimed to be the incarnation of God. The unsuspecting pols just spit those proclamations out upon request. But if they put it together that it was the same guy, they might not be doing it.
As we all know, in the Rawat cult, for the most part, all propagation is done on the cheap because almost all the money goes to support Rawat's lifestyle, including the way and fashion he gets to, and lives, at "events." So, Mr. Cooper is reduced to scrounging around begging unsuspecting politicians to issue "proclamations." Nobody knows about them either, the only publicity they get is on Rawat's websites.
How many people are "impressed" by that, who knows? Probably about the same number who are "impressed" that the fabulously wealthy Prem Rawat relies on the free, cable access channels to get his "message of peace" out to people.
