Even back then the bar charts were supposed to boost the troops morale re Rawat's progress spreading k. So many times General Rawat has declared a new propaganda campaign that was going to do the trick and keep the troops enthused (and donating to the cause). Finally after about thirty odd years of this he has a strategy which pretty much resembles what Mishler advocated. Had it not been for his own greed and unconcern for the welfare of his followers, not to mention his need to worshipped - a helluva lot of "mistakes" could have been avoided. So, now with the ranks all but decimated can a belated public relations inspired "apologia" be far off.
