Governors and Mayors give out proclamations all the time. They are written by the PR people for whoever wants one, and as long as they aren't controversial (I'm sure Gov. Richardson had never heard of Prem Rawat) and are done at the request of some constituent, they get signed. 99.9999999% of the people of New Mexico and anyplace else will never hear that it even exists. That Linda Pascotto has to resort to this kind of meaningless nonsense in order to try to give her "master" legitimacy is both laughable, and sad.
