That's an excellent point, Jean-Michel. "Special Projects" is a catch-all phrase that has indeed, been used for so many years by Prem Rawat.
DECA was an enormous multi-million dollar special project for only one beneficiary: Prem Rawat/Maharaji. The sole purpose of that project (for anyone who doesn't already know) was to acquire and reconfigure (inside and out) his first private jet aircraft. That special project expanded as time went on, however. He was twenty-two years old at the time the project was in full swing. It was an enormous undertaking, and was virtually secret.
Despite the fact that premies around the world came to know it as the "airplane project" there were many, many other things that went on at the project "Complex" to benefit Rawat himself. To name a few: A recording studio where he had his favorite premie band, One Foundation, and the Charanand band; a large garage facility with his private mechanics there to service his many luxury cars (that were shipped from Malibu to Miami); a design department where he asked for the redesign of a new dock for his boats at his residence, reupolstering the seats of his Mercedes 600 stretch limo, designing/manufacturing furniture for his residence and for the home of his brother RajaJi; a satsang hall for him to conduct his IDP (Inititator Development Program); and hundreds of ashram premies who worked without pay in order to fulfill his any wish. The millions of dollars for this project was provided by the community premies from around the world.
I was thinking about the recent call by TPRF for donations and wonder if premies think that by donating to TPRF they are doing service, now known as "participation." I also wonder if premies think that by donating to Prem Rawat's foundation, that their money will have a special grace behind it for the bringing relief to tsunami victims. That magical thinking is something to pay attention to.
