It's clear that they didn't just mischievously caused a fire and fail to report it. They knew that the virus transmitted P2P and, accordingly, quarantined domestic travel into and out of Wuhan but lied to the world and let millions of people fly from there to the outside world. 
And that's just part of it. 

As for Trump, yes, he said some things that have proven far too confident about the threat. You could attribute that to a combination of being mislead by China and also the WHO, hoping to alleviate or forestall panic and wishful thinking. But in fact his China travel ban was bold and fast. Sadly, by then, thanks to China, and China alone, the virus had become a global pandemic:
