This is just another public relations campaign for this year so Rawat can futher exploit people, especially those who are in a particular state of vulnerability.  It's the common MO of any cult leader and that's exactly what Rawat is doing by handing out flashlights (Wink, wink to the premies, too.  Get it? flashLights!)  It's so pathetic and obvious.

It's nothing more than a cult exploiting people for the benefit of the leader, as usual.  If Rawat really wanted to help those folks (or anyone) he donate money and lots of it so those people could use it the best way they see fit, not handing out flashlights! 

This is another example of Rawat asserting that he knows what's best for everyone else.
