is an awkard way of saying that no one's ever claimed that Rawat himself ever thought he was God. People might claim that others believed he was but not him.
And no, it's not the least bit true. I claim that he personally thought he was God. Mind you, to be entirely accurate, one must always allow for the possibility that he never actually believed it and only pretended to. But if this were a criminal trial and that was the issue, I'd have no problem saying that the prosecution's case was made beyond any reasonable doubt.
