I think the Herbst Theater just rents the hall and the renter handles it from there.  They probably wouldn't know one way or the other. 

It is weird, though, that it was only advertised after it happened.

In the end, I doubt this is much of a big deal, just more of the same, trying to use the UN name for legitimacy.  Unfortunately, it seems a rather easy thing to do.

I think Prem Rawat is actually very small potatoes.  The likelihood of him being able to use any of this to get new followers is pretty minimal.
