The problem would be to demonstrate 'intent' - and even then I'm sure it would be the Directors of the DECA business - some of whom are now long separated from Rawat - who would be in the firing line. Anything set up after 1976 will almost certainly have been 'at arms length' as far as Rawat is concerned.
