"I have knowledge" guy in "Lord of the Universe"

The British guy in the Lord of the Universe video who is doing security at the Astrodome at Millennium festival, and who says he doesn't have to think because he has "Guru Maharaj Ji's knowledge," has been the topic of some discussion.  Drek has the clips of that section on his website. I was told this person is  Milky Cole and others said it wasn't him.  But the newpaper clipping attached shows a picture of someone named Milky Cole and I believe that is the same person as the guy in the video.  Aren't they one and the same?
