So, this is all a problem of Rawat's language being ambiguous or imprecise. 

Tell you what, I have a simple and foolproof solution. Why don't you ask Rawat to explain in simple English what he really meant? 

He will do this for you, won't he, Check? It will not take more than a minute or two will it? I mean, surely a caring guy will want to ensure that people understand him. Being someone who admires him so much you must communicate with him on a regular basis, right? Just slip it into the conversation. That is what normal people would do.

After that I am sure we can find a pile of things that he said, wrote or approved of in the past that he could simplify for us.
