I take this to mean that there isn't really a payment by the government, just a return of the taxed portion of the after-tax donation that someone might make.

 

That's exactly how it is Joe. 

 

re. above - propogation is so desperate that I think virtually anything flies in the UK now.  As far as I could make out, that was what the 'trainings' were all about - 'premies taking responsibility' that is.  Because how can you square knowledge spreading 'by his grace', with the master's explicitly stated desire for more devotees, and with propogation not happening.  The answer is, of course, to ensure the premies consciously take responsibility and then - it's all their fault...... what finesse!  You might even admire it if it weren't so disgustingly abusive and deceitful.  At the Birmingham event last year (my very last - fossilizingly boring) the seemingly endless stream of testimony to 'his potency' came from people with recognizably foreign accents, to the point where His Efficaciousness asked, 'Are there any English people here'?  Well there were a few, but there'll be at least one less at the next UK event.
