African European = corollary of African American

Most ethnic monitoring in the UK uses a self selection based around 'Black British' and various subsets although Afro Caribean is a standard option.

EV UK may face some legal difficulties in not allowing an 'African' premie organisation because the Hindi community already has a degree of 'separate' presence.

Still I think this must rate as one of the weirdest expressions of Rawatism and presents the horrifying possibility that ex premies who are black might feel obliged to run exBPWK !
