I also read that. Germany is not there yet but getting close. I don't think we will hit zero but hopefully can at least keep things where they are now. In Berlin there is next to nothing now. It is very cool to be able to breathe freely at least metaphorically. But I think everyone is still very aware that things could change rapidly for the worse again. This is also the attitude we need to have. Enjoy it while you can, but if things get worse, be prepared to isolate again. Kind of enjoying the respite between the storms. It's just being realistic.
Life in Berlin now is that people are spending time with their friends and colleagues and being less cautious in that context, but around strangers and especially on public transportation and in shops everyone is wearing a mask. Actually most people I know are still not taking public transportation including myself.
