If you get a half a million or 1 1/2 million people together in a place like Bihar you need some sort of infrastructure and I guess they are tents left over from WWII that the Indian government or Divine Light Mission, India use on occasions like that. There was also a huge parade which is what DLM liked to do in those days and earlier.
There must have been an article about this other than the transcript of the speech or else I wouldn't have got the 1 1/2 million figure.
